There are a number of answers to that question, but the main one is the Google algorithim, which is currently set up to see how many quality links are pointing to the site, which show that it is an ‘authority site’. .com links are good, edu or gov links are even better.

Rank is also affected by things like the keywords on the page, how well the site is organized, and optimized, its navigation, whether or not it is easy to contact the site, and to find other housekeeping type pages.

The Google rules are always changing, but your main goal should always be a well-organized and keyworded site.
